Those who live in Siren Cove would likely have experienced curses and bewitching on Halloween by the Grimhildes (likely much more cruel spells by Nerium's grandmother). I'm going to say it only happens on random Halloweens of their choosing, to add to the chaos and unexpected nature, but they would definitely know it came from her.
And Wren can be as delighted as he wants :) Nerium isn't actually seeing this as a bad thing. To her, the town should be utterly delighted to be removed from technology and plunged into magic. And don't people want to be scared on Halloween?
